If you receive a vehicle registration notice that indicates that you are required to have your vehicle tested at a STAR station, it means that your car has been chosen for inspection at a smog station that is monitored closely by the Bureau of Automotive Repairs and must conform to the highest of standards. Smog Check Licenses

STAR Test-Only — This station is only licensed to test vehicles, including those that are directed and gross-polluting. They are not licensed to make repairs.
STAR Test-and-Repair — This facility can make repairs as well as certify directed and gross-polluting vehicles. They must also provide repair assistance services under BAR's Consumer Assistance Program.
Test-Only (non-STAR certified) — This facility can only inspect vehicles that are non-directed or non-gross-polluting, excluding vehicles that undergoing an ownership change.
Test-and-Repair (non-STAR certified) — This facility can certify and repair all vehicles other than directed, gross polluting, and those going through an ownership change.
